The "Hi-Speed USB Host Controller" is the part of the computer that enables the use of USB 2.0. USB 2.0 offers a huge speed advantage over USB 1.0/1.1, upgrading transfer speed from 12 mbps to 480 mbps.
A hi-speed USB host controller is basically a 2.0 usb port that replaces the 1.0 usb ports that were created a couple years ago. It's faster than the 1.0 usb ports, its still the same shape, but 2.0 has more power and better hardware incorporated. USB 3.0 is also available that is much faster than 2.0.
That's the general term for USB2.0, it operates much more faster than USB 1.1 which is know as non Hi-speed.
To find out if you have Hi-speed USB2.0 capable hardware:
In Window XP:"Right click my computer, then "manage", select device manager and scroll down to USB controllers. Click the + then look for the word "Enhanced" in either of the host controller listed. If there's 1 with Enhanced, then you have USB2.0 capable hardware.

Many laptops have HI-SPEED USB2 compliant hardware, but often driver problems cause the error "HI-SPEED USB Device Attached To non-HI-SPEED Hub".

A USB host controller is a piece of hardware. It is usually incorporated into the southbridge in your motherboard. As such, it cannot be downloaded. If you want to upgrade a low-speed USB controller to a high speed controller you will have to buy a new high-speed controller. Changes are the old controller is not removeable and not upgradeable.

Host controllers can NOT be downloaded. A host controller for hardware is always going to be a peice of hardware. in your situation, you probably don't have a USB2.0 high speed port. You can always get a USB2.0 PCI adapter.

You can download a driver for a hi-speed USB controller that is already installed. You cannot, however, download any software to make an older USB controller faster.
If you have Windows XP Service Pack 1 (SP1) then you can add USB 2.0 drivers to enable the USB host controller to operate at USB2.0 speeds. Windows XP Service Pack 1 is released with USB1.1 (slow) host controller device drivers. From SP2 and onwards USB2.0 is supported by default. If you're using older drivers you won't be able to use high speed. Check to see if there are newer drivers available for your USB ports.
