A brake caliper might be sticking. Raise the vehicle one corner at a time and spin the wheel by hand to see if you can find the dragging wheel. Use safety to keep the vehicle from falling.

Assuming they are Drum brakes most likely the wheel cylinder is bad.
You should have your brakes cleaned! Or have a mechanic look to make sure nothing is wrong. My neon does this and after driving a while it stops. Sometimes rust,dust and dirt particals get on the drums !!
It either has Front disc and rear drum brakes; or four wheel disc brakes. Both were available, depending on model. Anti-lock brakes were also an available option.
