If the turning vehicle was struck by a vehicle entering the roadway it would be the the fault of the vehicle entering the roadway.

HOWEVER, if the entering vehicle was struck by the turning vehicle, it is the fault of the turning driver.

if we're talking about a large truck making a wide turn, he has a blind spot and can not see you. Once the truck is committed to a turn he has no choice but to follow through. if you pass this large truck on the right while he is making a wide turn you are taking your life into your own hands. you are fault.
