Classically it has been 10 and 2 but now because of air bags it may be better to hold it on either side in a 9 and 3 o'clock position.
first take of the cover if you have one it will be round or a sideways H, take out the bolts that are holding the horn on, then take the bolts out that are holding the steering wheel in place.
PROPERLY remove air bag (if equipt), then remove nut holding steering wheel on and then use a steering wheel puller to remove it.
Disconnect battery. Remove air bag. Remove bolt holding steering wheel to column. Use a steering wheel puller to remove wheel from column.
cant find the screws under steering colim thats holding it in
need a puller to remove the power steering pump pulley, then remove the bolts holding the pump on
pull the abs fuse. then using a torx bit, losen the for torx heads holding the bag from behind the steering wheel, that's it.
Not hard under the dash remove the pannel there will be 4 bolts holding it up on the dash and under the carpet on the floor will be 4-5 bolts holding the plate down then under the hood losen the bold holding it to the steering box unhook all wires and sit in the seat and pull it straight out.
It is on the left side, about half way down the steering column. It has two bolts holding it in and one holding the wiring harness on it.
On my 99 Suburban, You have to rent or buy a puller for the power steering pump pulley.
sounds like the steering wheel lock is active. try pulling the wheel down to the left, and while holding the tension, turn the key.
