If you have an active warranty on the DS, check to see if it covers that kind of damage, if it does then take it back to the retailer you bought it from and see what they'll do.
Even if you don't have a warranty, you can try taking it to wherever you bought it and see if they can fix it or tell you of a service that does so.

How do you switch on a Nintendo DS?

After you press the power button the two game screens should power up. There should be a message at the bottom of the lower of the two screens to touch the screen to continue.
