The White House tour does not include the areas where the President lives or works. Even if the President wanted to get into the toured area, I think due to security it would very difficult to get from the private areas to the toured area. He certainly would have to give advance notice -- he could not just decide one day that it would fun to pop in on a tour.

If you mean did any President ever try to steal while he was in the White House, the answer is no. There has never been any evidence that the president tried to steal. If you mean has anyone ever pilfered anything that belonged to the White House, I am sure that staff members from time to time have carried things off. A particularly likely time would be during transition when a new president is moving in and an old president and his staff are moving out.
