Andrew Johnson served until March 4,1869 and was replaced by Grant who served until March 4, 1877 . There were still vestiges of the Reconstruction government when Hayes succeeded Grant as president, but most of the Reconstruction Era was under Johnson and Grant. Grant was unable to achieve his goals reconstructing the South because of corruption.

The Republican driven reconstruction efforts were designed to unify the nation and to change the wrongs that were evident when Northerners observed the reconstruction process. Having said that, at some point reconstruction simply had to end. The results were bad news for the hardcore Rebels who remained rebels after the North left its watch over the South and looked westward. So by the time federal government retreated from reconstruction, former Confederates had achieved through political terrorism what they had been unable to achieve with their armies. The new "order" of neo-confederates now had the ability to reorder, or to reform their society in the manner that gave rise to once again, as before, a newer version of White Supremacy.
