The German Naval High Sea's Fleet had been building up to it's naval confrontation with Great Britain since the late 19th century. The majority of German naval actions during the war were aimed at drawing out a portion of the British Grand Fleet so it could be isolated and destroyed. For the majority of these actions, the German navy withdrew before the Grand Fleet could steam down in force from Scapa Flow. Jutland happened because both fleets committed to the engagement.

After Jutland which was tactical victory for the Germans and a strategic victory for the British the Kaiser who loved his fleet said he did not want that to happen again. Hipper said that if another similar battle were to occur the Kreigsmarine would be destroyed. The KM Seydlitz was so badly damaged that she barely reached the dock.
