Depends. The Flagellates, blamed themselves and their own wickedness for the plague, so they would go around whipping themselves. Cats where blamed in some areas, while in other areas it was just viewed as a plague brought by merchants.

Jewish people where blamed in part, because their Hygiene law's/customs protected them from the plagues. So, the illiterate masses with IQ's in the 80's(being generous, probably 60's) thought that since Jewish people weren't suffering from it, they must be spreading it/massive face palm.

Incidentally, the plague wiped out all the smaller brained Caucasian's.
