In the US Army, officers are either "staff officers" or "commanders." Exceptions would be Warrant Officers (Specialists, such as pilots and administrators) or Lieutenants who are normally assigned as Platoon Leaders working under a "Company Commander." Ike was a "staff officer" up until the Pearl Harbor attack, and had no influence nor role in the battle.
