Some vehicles do use the engine control module to also control the transmission.
There is not a gear in the engine, they do have a speed limiter in the computer. Also some older automatic transmissions have a "governor" to adjust shift points.

there are a number of things that could cause an engine not to turn over, your batt. could be dead or not grounded, starter could be out or not connected, also if you have an automatic it could in gear "linkage" those are a few things i would check first hope it helps

Gear changes are determined after how fast the engine is turning. For each gear there are set limits for which engine revs that are allowed. if the revs go high, the transmission changes up a gear, if the gears go low it drops down a gear.
It is the ring gear and plate that conects your engine and automatic transmission's torque converter.
