There are two relays, one for the emergency flasher and one for the turn signals. Replace the Flasher Relay for the turn signals, it is defective.

Not sure what vehicle you have but with most vehicles the signals and emergency flashers are separate circuits. Each have there own fuse and flasher. Check fuses, bulbs and flashers. If all checks okay it may be the signal switch at fault.

I believe that there should be an emergency flasher fuse unit that would be replaced if the flashers are not flashing. I know in my other vehicles that is what I have had to do when the emergency flasher would not flash. Saw you needed some help on your dodge; you stated that it will turn on but want flash what about the other side does it do the same? Here is what i would suggest if the other side is ok. I would take that bulb out and put it in the side that isn't working (because you know that bulb works). This will verify if it is just your bulb, put that bulb in and if it works well you know it was just the bulb. If it still doesn't work it could be the switch or fuse. Fuses are easily to see they will be dark in the middle if no good.
