To counter-act this, United States State Department developed "The Marshall Plan" (officially known as the European Recovery Program), which involved the United States giving $17 billion in economic support to European countries following the war. The plan was put into action in April 1948, and helped spur on an incredible recovery of Europe's economies.
Western Europe made a quick recovery because of what Hitler did at the Holocaust. Most of western Europe was against Hitler, and helped save the jews. In respect for all of the countries that helped get rid of hitler, the jews started a repay fund to repay all of those countries and help build back anything that was destroyed.
