I don't know why this is in food or cooking but in March of 1966 Charles DeGaulle announced that he was withdrawing from the integrated military alliance of NATO. This meant that NATO forces were to be withdrawn from France before the end of the next year, 1967. The alleged reason for this was the strengthening of USSR's nuclear power compared to that of the USA. The nuclear umbrella of the US was deemed not a good enough deterrent to the USSR's.

Why is NATO in Libya and not United Nations?

The intervention in Libya is actually a UN mission, authorized by the Security Council of the UN. It just happens to be that the UN members who have chosen to participate are also members of NATO. I believe there is some participation by Dubai as well, which is a non-NATO nation.
