No one will or should cash your state refund check or any check for that matter without a valid non-expired picture id or ids.
You need a passport or Drivers Licence to cash a payroll check
You can not.
UM duh.. you go to the bank listed on the check. Make sure you have a valid picture ID. Sign the back of the check and cash it. Do not sign the check til you get to the bank; because if you lose the check someone can sign their name under it and deposit it into their own account, Unless you have plenty of money to lose and then by all means; sign the back before you get to the bank.
There are two ways to do this. If you have a bank account of your own, and if your bank account has as much money or more, as the amount of the check, then you can take it to your bank and they will cash it for you. If you do not have such a bank account, your alternative is to take the check to the bank which issued the check (the address is printed on the check) and to also take legal identification with you (such as a driver's license or a passport) and they will cash it for you. I will also note that if neither of these alternatives is going to work for you, you might consider depositing the check in your account, or opening a bank account in which to deposit the check, rather than cashing it. It will clear, usually within a week, and you can then withdraw the money from your account. You do still need ID to open an account, however. Without ID, the world of banking is closed to you. Banks need to be able to confirm your identity.

No. The bank will require a valid identity proof if you want cash for the check. However, if you want to deposit it into your bank account, the bank wont as for any Id. They will accept the check and credit cash into your account as soon as your check gets paid by the issuing bank.

Sure you can. 20,000 is a reasonably small amount in banking terms. If the check is valid and you have a valid ID to prove you are who you claim to be, the bank should have no problem giving you the cash. for larger amounts like 2 mil or so, banks will need advance notice to arrange the cash
