You don't set up valve timing, you align timing marks on the camshaft and the crankshaft if for some reason the two got out of time. If the timing belt broke or if your reassembling an engine would be when you would need to do this. #1 piston must be at top dead center (tdc) and both valves closed with the cam timing marks lined up before the belt can be reinstalled. During the installation process you must make sure that the crankshaft and the camshaft DO NOT MOVE. Once the belt is installed and the tensioner has been released you must double check to be sure the marks are aligned perfectly. Anything less will result in engine damage when starting it for the first time.
