Under Franklin's leadership, the convention appointed a "grand committee" to try to resolve their disagreements. Roger Sherman of Connecticut suggested the Great Compromise. which was a two-house legislature, in the lower house- the house of representatives- the number of seats for each state would vary according to the states population. The upper house- the senate- each state would have 2 representatives
