For the very good reason that confirmation completes baptism - they started out as two parts of the sacrament of initiation. Although you are a Christian once you are baptized, Confirmation completes that initiation (along with reception of the Eucharist) and empowers you to witness to your faith and do what Jesus commanded us to do.
