This is one of the modes a file transfer protocol (FTP) works. This is defined in RFC 2428. One has to check the compatibility of both client and server while using this mode. It may be possible that some servers mandate the use of Extended Passive Mode (EPSV) in place of old Passive Mode (PASV). On the other hand, the clients may not provide EPSV mode feature.

Flicker is quite common when we are viewing contents in 3D mode though in 2D mode it works fine. This usually comes when you use active glasses. If you are using passive glasses then you won't experience any flicker and also there would be no health related issues as well. LG uses passive glasses in all its 3D TVs.
