I think a shimmery lilac or light pink would look cute if your'e going for the more subtle but pretty look. You don't want to do too much, especially if you have a bright blue dress. If you want to go for a more sexy look you could do subtle smoky eyes. I have blue eyes and blonde hair too and I use a smoky grey colour instead of black or a silvery colour. Black is sometimes too dark for blue eyes and overpowers them but a grey/silver with cool tones brings the eyes out and makes them pop! Definitely use black mascara or dark dark grey as I find brown doesn't work as well and isn't as dramatic. Use an off-white or light pink eyeliner pencil on the bottom inside of the eyelid and around the inner corner of the eye nearest to the nose to bring the whites of the eyes out and make your eyes even bluer.
If you focus on your blue eyes then you should leave the rest of the look simple. Use a subtle highlighter on the cheekbones. I have pale/medium skin and use a peachy pink blush as well very lightly over the highlighter to give a bit of colour.
Finish off with a subtle lip gloss or lipstick with or without lip-liner in a medium pinky colour that isn't too dark or overpowering so you don't draw attention from the eyes.

To make your blue eyes pop, use a contrasting color. Just as green is the opposite of red, orange is the opposite of blue.
Now, I don't recommend using a matte orange color, since that would look odd and unnatural, but you can achieve a natural orange tone with golds, browns and coppers.

I suggest you use bronzer, it has more of a gold tint to it so it will be less harsh and easier to blend into your jaw line if you want full coverage, don't forget, you don't want to look like you're wearing a mask, your face may end up being darker than the rest of your body if you use brown eyeshadow as bronzer. Hair color is only one of the important factors when determining an eye shadow color. Typically, you should wear an eye shadow color that is opposite of your eye color. Personally, I think brown looks good on just about everyone.
PRESSED POWDER: This is the most common kind of eye shadow. It is easy to use, easy to carry, and works. Almost every makeup company makes this.
LOOSE POWDER: This looks like colored baby powder. I've seen it two ways. One is in a little bottle with a brush (it looks very much like a bottle of nail polish), and the other is a little jar and you supply your own brush. Bare Minerals eye shadow is loose powder.
