Likely not. The deformed legs and head structure bred into the pug will always be a handicap to the ability of the animal to hunt. Pugs were bred to be beloved pets, not to hunt. It would be unfair to ask the animal to do so, even if it had the "nose" and instinct. It might easily overheat and injure legs. Why don't you get a small bird dog? There are plenty of great, small hunting breeds available just as easy to take care of and your mixed breed dog would have a friend. I sure think so, I have a rare asthma condition were I'm allergic to 75% of everything. I have a pug right now and have never had any problems with it. So yes I think if you have allergies you don't have anything to worry about if you get a pug the only thing I'd worry about is the loose hair, but lint rollers easily pick up short pug fur.
