Thanks to improvements in optical laser precision many DVDs today are dual-layer, meaning that there are tracks within the normal spaced tracks, effectively doubling the storage size to 8.5GB. When you hear of a 17GB drive this is essentially a dual-layer DVD that has been written on both sides (top and bottom). While this eliminates having printed art on one side of the disk, it does allow for twice the data capacity as as a normal dual-layer DVD.
