I will say no because though communist governments in the past and in the present use fascism, communism is a type of economy and has an authoritarian leader, meaning it is controlled by government(aka Executive wing in context to American government), while in fascism the economy is also controlled by an authoritarian leader but will use the military and other violent methods to keep the people in control. So, to answer your question, No communists are not worse then fascists in theory.
