Brake pedal switch bent or loose on its bracket under the pedal? Carpet pushed under the pedal pressing against the switch?
Adjust the brake switch which is above the brake pedal.
And 'appen the brake lights come on when you switch on the side lights? Someone has swopped the wiring over... or forced the bulbs into the sockets the wrong way 'round!

mines dun this it was wen a replaced the rear brake lights it was dogy bulbs put new wans in n it was sorted
EzrvvesnMost likely it's a loose wire or bad ground of the bulb socket. its the hand brake swithch
Be for starting the van press down on your emergency brake one click then start the van. As long as you dont use the emergency brake your running lights should stay off. To permanently dissable them you could try defeeting that switch
If you have replaced the brake light bulbs lately check that you used the correct bulb. Some rear bulbs should be the 2 filament type and if a 1 filament bulb is used the lighting circuit shorts causing odd behavior.
It's nothing to do with the parking brake. If you follow the brake pedal up behind the dash you with find a switch thats pushed on when when you press the brake, this will be stuck and will need easing off, i used grease on mine. I had the same problem
