There are many 15 yard penalties. Blocking below the waist, chop block, clipping, facemask, helmet to helmet hits, horse collar tackles, illegal kicking, leaping, leverage and personal fouls are all 15 yard penalties in the NFL.

15 yards are given for major infractions:

- Personal fouls (unnecessary roughness, hitting a player once out of bounds, etc.)

- Unsportmanlike conduct

- Blocking below the waist

- Chop Blocks (blocking a defensive player at or below the knees while he's in contact with another offensive player)

- Grabbing the face Mask

- Helmet-to-helmet collisions

- Clipping (tackling the ball carrier from behind below the waist)

- Horse-collar tackling (grabbing a player from under the shoulderpads or jersey, and bringing him down)

- Roughing the passer or kicker (hitting after the ball has been passed or kicked)

15 Yard penalties are given for flagrant fouls, unsportsmanlike conduct and for dangerous hits and blocks. 15 Yard Penalties are:

Not being able to start each half on scheduled time

Interfering with fair catch (and catch awarded)

Tackling or blocking maker of a fair catch or avoidable running into

Head Slap

Striking, kneeing and kicking (also disqualification)

Striking opponent below shoulders with forearm or elbow by turning or pivoting

Twisting, turning or pulling of opponent's facemask

Blocking below waist on kicks and change of possession...

Roughing the kicker

Falling on or piling on a player on the ground..

Unnecessary roughness (also disqualification when flagrant), i.e., striking an opponent with foot or shin in a whipping motion (leg whip)

tackling runner who is out of bounds

running into, throwing body against a player obviously out of the play or after the ball is dead

Initiating contact with the crown of the helmet

running into from behind or dropping body across back of legs of opponent who is not the runner (clipping)

Illegal crack-back block

Illegal cut block

Peel-back block

Blindside block

Roughing the passer

Roughing the Snapper

Chop block

Illegal block after fair catch signal

pushing teammates into offensive formation on punt or field goal

Unsportsmanlike conduct by players (also disqualification when flagrant), i.e.,using abusive or insulting language or gestures to players or officials or continuing acts

non-players going on field without permission (other than team attendants during a team time out)

non-players moving along boundary lines (unless substitute warming up or coach in prescribed area)

Interfering with a possible fair catch in field of play (also fair catch) - 15 Yards & Loss of Ball

Illegally entering the field: Loss of 15 yards from the succeeding spot

Failure to appear on the field at least 10 minutes prior to the scheduled kickoff of the first half: Loss of

the coin-toss option for both halves and overtime, and loss of 15 yards from the spot of the kickoff.

Return of a disqualified player: Loss of 15 yards from the previous spot if discovery is made while the ball is in play, or 15 yards from the succeeding spot if discovered between downs, in which case the ball remains dead, and, in either case, exclusion from the playing field enclosure

Unsportsmanlike Conduct after a warning: Loss of 15 yards from the succeeding spot, ie snapping the ball before defense is set following a time out or change of posession

Unsportsmanlike Conduct - Using entering substitutes, legally returning players, substitutes on sidelines, or withdrawn players to confuse opponents, or lingering by players leaving the field when being replaced by a substitute
