If you perform low-level format, then it's almost certain there is no way to achieve file recovery. Only if what you do is quick-format or complete-format, it is possible for you to do file recovery. But note- it's not 100% sure.

From the view of tech concept. Formatting or deleting won't make the files in your storage media erased permanently. These data are just not accessible at the short moment. When you deleted files, they are not deleted as a matter of fact just the index entry or FAT or NTFS marked the data as free space for new data to save. If you formatted the device, you simply rewrited or updated the FAT table or NTFS table which manage all the data storage process.
