Use a chocobo from Jahara and go through the Chocobo only path in the zone right outside Jahara in Oznomne Plains. The zone on the other side of the path has a cave entrance to the dungeon. To my knowledge, there is no other way to get to the mines without the chocobo and you can't exit the mines upon entrance.
