No. People gain positions of political leadership by being elected, by overthrowing the legitimate government or by family succession, none of which involves the divine. People achieve positions of leadership in business by being selected on merit or by networking those who can advance their careers. People achieve positions of leadership in society as a result of their innate skills, from recognition of their work for charities or nonprofit organisations, or in a few cases simply by bullying all those opposed to them.
Generally speaking, the sangha, or community of fully-ordained monks, is the leadership in Buddhism. There are, however, some schools of Buddhism which have householders in positions of leadership.
