abused power.
There are many ways why the Americans in 1789 wanted a shield of protection from the government. The American citizens wanted this because they did not want the government to be too powerful. This includes the Judicial Branch, the Legislative Branch, and the Executive Branch. They did not want any part of the government to have too much power, so this is why they wanted checks and balances. Checks and balances are, in the Constitution, ways of limiting the powers of the three parts (branches) of the government. The American citizens let's say did not want police to be able to shoot the American citizens without good reason. This is what could happen if one part of the government becomes to powerful. I believe that this is why the American citizens wanted checks and balances, and why they wanted a shield of protection from the government.
The main way that people participate in government is by voting. Other ways to be active in government is by lobbying, petitioning, and participating in boycotts and protests.(I'm not saying that you should go out and protest, but if you feel strongly about an issue, it is within your power to do so, so long as it does not grow out of hand.)by voting or registering to vote and participating in parties, jury duty, or voting in elections.
A weak government typically has limited powers and lacks control over its citizens and institutions. It may struggle to enforce laws and maintain stability. Conversely, a strong government has extensive powers and authority to govern its citizens effectively, enforce laws, and maintain order and stability. It is capable of making and implementing policies efficiently.
Government distributes power by allowing citizens to vote for representatives, by having Congress make the laws, and by having different agencies handle some of the government functions. The delegation of power to agencies is one of the top ways that government distributes power.

in what ways does the Bill of Rights protect individuals from the power of government
The initiative, referendum and recall are more ways to include citizens in government. In the initiative gives citizens the power to propose a law. The referendum gives citizens the power to vote on laws. The recall gives voters the power to vote someone out of office.
Petitioning parliament or their local member, voting at elections, serving on a jury, filling out the census are all, but not the only, ways that citizens participate in government
For a government to work properly the citizens of that government need to believe it is there for the common good of the people and for protection.
The constitution has contributed in many ways to the government, including giving the citizens rights, making the government powerful enough to protect the rights of citizens and defend the country against its enemies, and by setting up a federal system.
Five ways which government can ensure that the help it offers is received only by the people who are in need
Indirectly citizens participate in government by elections and by lobbying their representatives (congressmen in the USA). Not every country has democratic government that permits such participation. which is also kown as a direct democracy.
In a democratic country citizens have a say in the government through their representatives in the parliament (this assembly is called in different ways in different countries). The members of Parliament are chosen by the citizens by exercising their right to a universal free suffrage. The legislative power belongs to Parliament. So, indirectly the citizens of the country can take part in law-making.
