it is under the drivers side by the pedals, lie on your back under the steering column and it is the larger black relay on the right. I found that most of Ford made cars, that the fan relay is directly under the end of the steering column, next to the flasher relay. You can gain access by looking up under the dash board. I had this problem with my 2000 expedition, and no manual had the location.....worth a try.
