While two water water molecules joined together are slightly heaver than the surrounding nitrogen molecules, they are not heavy enough to fall down to the ground. Instead, they are knocked around by Brownian motion. That keeps them airborne. If two molecules get together, they fall to the ground. Thus mist exists within a fog and a fog provides some water to plants. When the sun comes out, the water molecules separate or evaporate and the fog dissipates.
