I just took my Avalon in for the same reason. It is the ABS speed sensor or he also called it the spiral sensor which also involves the horn. If your light stays on the sensor is inoperative and will not deploy the air bag. I am looking to see about getting the cost of this repair lowered with Toyota. This is very UNCOMMON. I never use the horn. I too am looking for alternative solutions but I must get it repaired. Good Luck and I hope that this adds a piece to your puzzle.

No, if a tie rod is broken you would have no steering control.
You have to replace the entire steering column. It is not loose, the lock is broken on your column height adjuster.
Please see my answers for the 1999 Avalon door panel and handle replacement. Basically it is similar to a Camry. An on line search will have many hits bec there are more Camrys then Avalons, and broken handles happen often enough. The plastic gets brittle and wears out. The Avalon handles are just chromed plastic.
Pull steering wheel, remove steering plate to access turn signal switch. There are two swings as you look down at switch that should be broken. Your Cam spring is broken. best to replace turn signal switch
