For super mario to get to the rainbow tower you have to look up to the sun in the hall to get warped there why isnt it wrking?

You probably don't have enough Stars. If you press the attack (A on the DS, B on the N64) button while standing on the sun crest in the foyer, you will hear a voice calling for Mario if you are able to access that area. If you don't hear the voice, and if there isn't a spotlight shining on the floor, you need more Stars! 15 or 16 should do it.
