You probably don't have enough Stars. If you press the attack (A on the DS, B on the N64) button while standing on the sun crest in the foyer, you will hear a voice calling for Mario if you are able to access that area. If you don't hear the voice, and if there isn't a spotlight shining on the floor, you need more Stars! 15 or 16 should do it.
If you get 10-12 (around there) Stars a light will be shining in the main hall. '''As Mario''', look up to the sun and you will be warped there. If you are Luigi, Wario, or Yoshi, you will fall to the castle grounds.
