106.020. All elective executive officials of the state, judges of the supreme court, the court of appeals and circuit judges shall be liable to impeachment for crime, misconduct, habitual drunkenness, willful neglect of duty, corruption in office, incompetency, or any offense involving moral turpitude, or oppression in office.
Chargeable offenses are constitutionally defined as "treason, bribery and other high crimes and misdemeanors," a vague term that can mean anything from a breach of ethics, professional misconduct, an act against the government's best interest, or criminal behavior (essentially, whatever the House of Representatives decides it means). Officials cannot be impeached for being disliked taking an unpopular stance on an issue; some form of actual wrongdoing must be involved.

If a president breaks the law, the House can hold hearings and pass impeachment against him. The motion then moves to the Senate where a trial is held with the Chief Justice of the Supreme Court presiding. Should 67 senators find the president guilty, they can convict him and remove him from office.
The same process applies on the state level. Illinois Governor Rod Blagojevich was impeached in early 2009 for a bribery scandal. He is currently awaiting sentencing.
