In 1791, the last year of his life, Mozart received a commission to compose a Requiem by a nobleman named Franz von Walsegg. Walsegg communicated with Mozart anonymously through intermediaries, so Mozart never knew who actually had commissioned the work. Walsegg was fond of commissioning pieces from composers and passing them off as his own. In the case of the Requiem, he intended to have it performed as his own work in memory of his late wife.

Mozart was paid half his fee for composing the Requiem up-front, with the balance to be paid upon completion and delivery of the score. When he died in December, 1791 leaving it unfinished, his wife Constanze, desperate for money, asked several composers to complete it for her so she could collect the final payment. Mozart's student Franz Sussmayr ended up completing the work, though he was not Constanze's first choice. After a performance was arranged for Constanze's benefit January, 1793, the score was delivered to Walsegg and it was performed in memory of his wife in December, 1793.

If you read the book carefully in a library, it would have to be Mozart's student: Franz Peter Sussmayr. Mozart ironically left the Requiem unfinished.

If you watch Amadeus film, it was Antonio Salieri.

Salieri did not commission the Requiem, nor did he help Mozart write it down. It was commissioned anonymously by Count Franz von Walsegg, to commemorate the anniversary of his wife's death. Mozart died before it was finished. It was completed, based in part on Mozart's fragments, by Joseph von Eybler and Franz Xavier Sussmayr.
