i had the same problem in a 95 escort, the switch itself id bad, if you cant afford to buy a new one, every time you turn the key off unplug the black connector, you will have to take the steering column cover off if your planning on doing that..
i had to replace mine because the black plug was getting really hot and i didnt want further damage done to the electrical..
