Unfortunately, this is a very common problem with Ford Foci model years 2000 through 2003 (http://www.fordproblems.com/Focus/key-wont-turn-in-the-ignition.shtml).
First, try turning the wheel hard to either side while trying to turn the key. Next, try "tapping" (read "banging the *&$% out of") the key while it is in the ignition, and then turning it. If you spend some time on both of these activities and yield no results, you may need professional help.
My personal advice is to call a mobile locksmith, rather than the dealer or a mechanic. The dealer will have to tow the car, replace the ignition, and make you a new set of keys (some reports say they will charge up to $750 for this jobs). A locksmith (search online for a "mobile locksmith" who lists "chip keys" and "replacing ignitions" as their specialties) will come to meet you where you are parked, and try their hand at turning the key. If they succeed, they may want to replace the old key with a new "chip key" (a good idea, to avoid the same problem in the future). If they can't turn the key either, they will remove the old ignition with a drill, replace it, and replace your key. This whole process will cost between $80 (if they don't need to replace anything) and $350 (if they need to replace everything).
Whatever you do, don't have it towed anywhere, as it is a needless expense. ESPECIALLY don't take it to a dealer unless it's still under warranty (not likely if it's a 2000-2003). The dealer will tell you they NEED to change the key and ignition themselves, that no one else can do it. This is a lie!
This happened to me. I had to replace the key cylinder. I guess it happens when you have a key chain with 5 pounds of keys.
You can huge amounts of WD-40 to the lock cylinder of your lock key and move your key inside and outside many times while trying to turn your ignition on in order to break free your locked steering wheel of your 2003 Ford Focus.
Program a new key and ignition to a 2000 ford focus

If you can not unlock the steering wheel after turning the key in the ignition, or are having trouble starting the car i.e. not being able to turn the key. The issue maybe your ignition cylinder. I had this issue my self, 03 zx3 . They easiest fix would be to goto your local ford dealer and have a new ignition cylinder put in and while your at it have a spare key made. They're plenty of after market parts or Diy but after doing so you will need a key for the ignition and a separate key for the doors. Dealers can program your new key to work with every thing.

Are you talking about the safety lock when parked. If so you need to put the key into the ignition and part turn it before that releases.
That's a security issue, if your wheel locks and you cant turn the key for ignition, get in driver seat put key in ignition close the doors, lock yourself in the car, and try to start the car.

You can find the Ford Focus ignition control module beneath the drivers side dashboard. The ignition control module will be above the accelerator pedal.
Are you using an original key, or a replacement that has the proper security computer chip located in the fat plastic part of the key? If not, the car's security system will keep the ignition locked and will not allow you to turn the ignition switch. ALSO: some earlier models of Focus had ignition switches that were a problem. If you ARE using the correct key and can't turn the switch to start the car anymore, the ignition switch may have to be replaced.
