The air conditioner compressor is made of several parts that need to move to circulate the refrigerant through the system. There is the pully, shaft, bearings and lifters or pistons inside of the compressor, the compressor motor has a clutch. When the belt on the engine turns it turns the shaft on the compressor which is held in place by bearings, the shaft moves the lifters to circulate the refrigerant - the most likely cause for a compressor to lock up is missing or misaligned bearings. Other possible causes, belt loose or not on properly, shaft bent, compressor motor not working correctly or clutch worn, pully stuck. Generally you would have to replace the ac because of how the serpentine belt is threaded onto the engine. Check to see if you can bypass the pully by getting a smaller belt, but it is important that the belt be threaded right for all the other engine parts to move correctly. The ac compressor usually runs about 2 - 4 hundred dollars new. You can also get rebuilt ones or go to a reputable junk yard for a replacement one.
