The fuel neck? its about 150 dollars brand new. or it could be the rubber hose that connects it to the fuel tank. which would be only a few dollars.

It's the fuel rail that feeds gas to the injectors.
First get the gas tank as empty as possible. raise the vehicle. lower the gas tank --- may have to disconnect the filler tube. then take out the fuel pump which is inside the tank. be careful with the wires then put everything back just the way you took it apart.

Yes you can. Just run a piece of rubber fuel injection hose from the fuel pressure regulator outlet to the main fuel line that runs to the fuel rail and clamp it... Or you can use a fuel line from a late '98 or '99 Neon from the junkyard that way you will have quick disconnects.
Don't know about the E46, but my 97/98 318ti locks and unlocks with the central locking.
there is no resevoir. to add fluid find a clean funnel and add fluid via the filler tube of the tranny fluid dipstick.
Due to the electronic fuel injection system in the 1997 Dodge Neon it is not possible to lower the idle speed. The engine control system computer adjusts the speed automatically.
