Usually with my experience no set amount of time will help you start it again. If you are on the water disconnect the fuel tank. Try start it again and again until it splutters a few times and even a big puff of smokes comes out. Once this happens its starting to work the fuel out of the carb.. Give it a few more goes and see if it almost starts kicks over without the fuel connected. Connect fuel and try again and hope for the best :)
