The Fuel rail is on top of the manifold with a crossover tube at the back of the engine. It may appear to be chrome.
Look under the vehicle - follow the fuel line from tank - remove clamps and mounting to replace
0n a 99 1.6 the fuel pump relay is under the dash behiend the fuse box.if you look up from the accelrator peddal youl see 3 relays together.around one front and back in metal and a brown plastic one in the middle.the steel one with the green conector is the fuel pump relay

You remove the hood, connect a fuel pressure gage onto the fuel rail, then drive it with visibility of the fuel pressure gage. If the pressure falls under 22 lbs., you need a fuel pump, and I'd advise you to get a Bosch on E-Bay. Normally they're $300+, but I got 2 on EBay for less than $100! Good Luck!
