possible under tank straps, dirt collects over time and causes excessive rust, less likely at seams of tank, and rarely at fuel line assembly unless it has been disturbed
It means you have a leak. If it's black, the fuel filter housing would make a likely suspect.

A leaking injector/ injector cup is most likely the cause. A less likely cause would be a cracked head.

Most likely a problem with the carburetor.
Busted diaphragm in the fuel pump. Replace the fuel pump to solve this problem. Can also be a carburetor problem such as a leaking needle valve and seat or a pinhole in the carburetor float. This would require disassembly and rebuilding the carburetor.
if you are leaking gas, one of your fuel lines is leaking. Locate where it is leaking from. DO NOT DRIVE THE CAR IN THIS CONDITION. if it overflowed at the pump out of the fuel door, it may been a faulty pump.

i had the same problem with my car i had to change the fuel pump have had to do this many times first i would check the fuel pressure regulator it is located in the fuel rail remove the small hose, vacume line see if fuel comes out of it if so it needs to be replaced on intrepid at the back of the motor hard to get that's where i would start if no fuel leaking out of the hose or the regulator then i would do a fuel pressure test cold and hot to see if there is a leak down problem for some reason the fuel is leaking into the intake making it hard to start hot good luck also could be fuel injectors fuel pressure should tell if you know how to do a leak down test
Fuel pressure leakdown. Likely causes of this are (in order of most likely to least.): 1) You're too old. 2) Faulty fuel pressure regulator, replace. 3) Leaking fuel injector. Sniff the Oil dipstick noting any gasoline smell. If any, replace all fuel injectors. 4) Leaking fuel pump. Replace if bad. 5) Leaking Fuel line (pressure side) Check by letting the engine idle for about 20 minutes. If any fuel drips onto the ground, look for a leak source and repair.0
