on my 94 flhtc the fuses are behind the headlight, sounds like a pain but they are out of the weather, always carry a Phillips head screw driver in my tool kit, the screws that hold the actual head light have quite a small head. had fun locating the fuses, at least Ididnt have to search for them whilst stuck in the middle of nowhere.
There is also a main relay behind side cover or near battery somewhere.
