There are no Cheats unless you count changing the date which has the downside of Weeds and loss of Plants.
The only way you can cheat is to get Action Replay and even then you'd have to start your town a new.

Firstly, Make Sure The Date On Your Actual DS/DSi ConsoleIs On The Normal Date (Todays Date) And Most Importantly The Year Is Right!
Then, Go On Animal Crossing, Save And Go Back To Where You Change Your Times On Your Console And Change The Year To 2099.
Go Back On Animal Crossing And Check Your Mail, You Will Have Earned 99,999 Bells From 30 Days Of Interest From Town Hall.
Repeat This From Step One Until You Have Enough Money! :)
Note - You Will Have To Go Back On Animal Crossing After You Change The Date Back To Normal And Started Again!
Otherwise It Wont Work.
Also, You Have To Already Have 100,000 Bells, But Make It Fast By Selling Furniture/Fruit etc.
