Why would God command that man multiply and fill the earth and at the same time not supply adequate food and resources too keep people from dying terrible deaths?

More specifically, God said, " .. be fruitful and multiply upon the earth". An analogy, to 'be fruitful' means for man to have and raise families. To 'multiply upon the earth' means to populate the earth. To paraphrase, when God was finished creating the earth He then said, " Now you may start having families, by doing so you will be populating the earth".
