God helped Moses part the Red Sea by using his staff. Once the Israelites crossed, the sea was closed and the Egyptians drowned because they were chasing after them (Exodus ch.14)

Although it was indeed God who parted the Red Sea according to the Old Testament, during the Exodus, the gist of it was Moses, acting under God's direction and with great faith in God, commanded the sea part, and because of which, God allowed it to be so in order for the Israelites to flee the Egyptian soldiers who were pursuing them.

No. Moses parted the Red Sea, to let the Israelites flee the Pharoah's army. Noah was told by God to build an Ark, with two of each animal in the world, as well as his wife and two sons, to save them from a devastating flood wrought by God which wiped out the rest of humanity.
