DDT is a chemical that should not be used outdoors for insect control. It kills the insects in areas where it is highly concentrated but not in low concentrations. As a result when other animals eat those insects, it builds up in the environment.
In areas where there is no danger of it building up in the environment such as the ceilings of rooms, it has been effective in killing mosquitoes.
In the United States, it was one of the tools used to end malaria. The others were storm sewers in cities, an end of uncovered cisterns and rain barrels, putting oil on standing water, removing any other mosquito breeding area, and getting people to put up window screens. It was an effective part of a multi-pronged effort. Africa does not have effective governments to put through such programs.
