you should Fletch the arrow shafts, then smith the arrow tips, then make them. It's great xp for smithing and fletching, AND ranging.
For free, kill dust devils, or fire giants.
You get exactly 187.5 xp per steel platebody in runescape which is probably the best way to raise smithing cost wise

If your not cheating, then the fastest way is to buy high level logs and fletch them. Since arrows and bows are sellable you'll be loosing only some of the money.
You should start of with a SLING it is a great way to start because there is no need to buy ammo. After level 10 you should start using bows and arrows. ps. You may be called a noob if you don't stop! pss. my runescape account is tanvir208.

It is currently impossible to get any more training bows in RuneScape. They used to be given out by the Ranged Combat Tutor in Lumbridge and sold by Beefy Bill, but these options have since been discontinued from the game. The only arrows that can be used with the training bows are training arrows, which have also been discontinued. This renders the training bow useless and as a cosmetic only weapon now as once the arrows have been used up, there is no way to shoot with the training bow.
The only real way to get "easy" ranged xp when you have just started is to get xp lamps. However a good way to train is to use iron arrows and go to minotaurs. These drop more arrows than you will use so you can stay for prolonged periods of time. Also in 1 particular area there is a fence you can shoot over so you wont take any damage.
