If its just the compressor that's not starting then it could be
bad contactor
bad capacitor
burnt or broken wire
bad compressor
lower than normal line voltage
If you are not comfortable testing or working with electricity then don't attempt this on your own
Any compressor has an internal overload which may go off due to bad condenser fan motor, clogged condenser, restriction of air, the only way to test is to check the condinuity between terminal common start and run if common open shut off system and allow 24 hours to reset if it doesn't reset may need new compressor

the start relay helps the compressor start up then takes itself out of play when the compressor gets going. The older units will have a capacitor and a relay mounted in the control panel and the new ones are all in one...you just parallel the run capacitor.

Do you have a dual capacitor that starts both the compressor and the fan motor? You need 230V to power the compressor. You should have one wire from the capacitor going from the start terminal on the compressor and one going from the common terminal to common on the capacitor.

Remove the plug from the A/C pressure sensor and short out the two connectors with a paper clip. This will turn on the compressor.
To change the ac compressor you will have to first remove the old Freon. This needs to be reclaimed with a special machine. take care that the pressure is removed from the system before the hoses are removed.
