The ancient Greeks used the word βάρβαρος (barbaros/barbarian) for uncivilized people. Actually they used it for all non-greek cultures.
For an outsider is: "αλλοδαπος" (alodapos), "ξένος" (ksenos). For an uncivilized person is: "απολίτιστος" (apoleeteestos), "βάρβαρος" (varvaros)
Xenos is outsiders or foreigners. Barbaros means barbarians. :P

It's impossible to say who actually were the first barbarians. Today we consider "barbarians" people who are primitive or to our way of thinking, uncivilized. However the original word translated as "barbarian" came from the Greeks, who used the term for anyone who was a non-Greek. It did not have a negative connotation.
